disclaimer for *.answers

As part of handling a controversy over certain FAQs, I negotiated with the FAQ
maintainer to add the following disclaimer - either
X-Disclaimer: Approval for *.answers is based on form, not content.
in the standard header, or
Disclaimer: Approval for *.answers is based on form, not content.
in the auxiliary header (maintainer's choice). For ethical consistency I also
added the X-Disclaimer to all my FAQs (to appear at the next regular
autoposting).

The maintainer reports that the header appears to be having its expected
effect of reducing flames - and I've received no flames at
news-answers-request yet, which I have to admit was one of my motivations.

I'd appreciate it if y'all would consider adding such a header to your own
FAQ. I'm not proposing to make it a requirement yet, but would like people to
think it over -- if it were universal, it would make it that much easier to
handle "controversial" FAQs since we wouldn't have to single anyone out.
