T.22 Are the specifications for converting voice files available?

See VCNVT.C (or VCNVT.EXE) for conversion examples. also, the file format is described in VOICE.TXT. For decoding CELP data, the respective filename is "CELPC.*". Those archives could be obtained from several ftp servers and public mailbox systems.
