FAQs in two languages

i have a few faq-type documents to post
(some to netnews but also for mailing lists
and to place on the web). the documents will
be produced in two languages for an audience
which includes people who understand one or
both languages (where one language is most
likely to be their first/natural and therefore preferred)
(i'm trying to please as many people as possible,
whilst balancing the needs of clarity v. cultural
sensitivity (or insensitivity)).

i am uncertain precisely what is /good practice/
and invite you to comment on how best to present
a faq-type document in two languages ("bilingually").
how best should presenting faq-type documents in two
languages be done, eg. whether it's best to do a
single document

[document1: language1]
...
[document1: language2]
...

which is clearly separated. or, post [language1]
and [language2] docs as separate posts; or post the
documents with a mix of languages...

[document1: section1 language1]
[document1: section1 language2]

[document1: section2 language1]
[document1: section2 language2]
...
for some faq-type documents (eg. the introductory
message sent with a mailing list) the document
has to contain both languages

your comments, tips, suggestions and especially
pointers to examples of good practice, most appreciated.
i ftped the whole archive of faq-maintainers a month ago,
and it caused a severe case of faq-info-overload;
i've since recovered enough to post this question.
