If you want to treat both languages absolutely equally, I suggest you
have two versions, one in each language. At the beginning of each
post, mention in the "other" language that the FAQ is also available in
the "other" language".

For example, if the languages are French and English, then mention in
English, at the beginning of the French version, that an English
version also exists.
