I suggest that you check out how this is handled on the
government websites in Canada. They are under fierce pressure
not to create the appearance of bias, but yet to retain
functionality.

I would suggest that you separate them for the purposes of
delivery, but include convenient ways to get the alterate(s)
early in the reading order of each. Compare this with the way
the W3C specifications list alternative formats early in the
document.
