Did your newsgroup header read:
comp.graphics.apps.paint-shop-pro,comp.answers,news.answers
when you submitted? I've never heard of separate approval for one of
the *.answers groups, but if you forgot to include comp.answers, your
submission was not quite acceptable (see the submission guidelines).
