The *.answers system provides for this by allowing newsgroup-specific
archive-names, for example:

Uk-sport-cricket-archive-name: uk/sport/cricket-faq
It's possible that this would be acceptable to the moderator. This is
detailed in the *.answers guidelines.
As for the moderator not responding to your email, well, maybe he's on
vacation ... but until he responds the only thing you can do is refrain
from posting the faq to uk.sport.cricket, and perhaps post a pointer
there explaining your reason. Do it gently, as it should get the
moderator's attention very quickly even in the most gentle form.
Also, on the possibility that you ran afoul of spam filters used by the
moderator, try emailing him from an email address on a different
service. I don't remember for sure, but I vaguely recall that some
people may be blocking bigmailbox.net.
