This is extremely unusual. Normally Charles is extremely prompt in replying
to email.

uk.answers, though part of the *.answers system, has its own specific rules
and requirements (and, as you've seen, its own specific moderator). It may
help if you think of uk.answers as not a *.answers newsgroup -- if you were
posting your FAQ to any other moderated newsgroup you would have to comply
with its specific requirements, whatever your home group is.

Really you should negotiate with Charles -- I realise you've tried to
unsuccessfully -- since you may be able to find a middle ground on the
issues that are preventing this FAQ from approval, or a solution that is
acceptable to both of you.

At the end of the day, if you (for whatever reasons) aren't able to comply
with the requirements for uk.answers, the only answer is not to post it
there.
