I don't know that there really is any rule as to which way to go. I'm sure
there are some people on this list who could say that their FAQ is both a
"guidelines/history FAQ" and a FAQ on the newsgroup's topic. But as for two
different FAQs, it is my opinion that, for the guidelines/history FAQ, the
title "Welcome to foo.bar" be used. That document would list all the other
FAQs for the group. Such a title will attract readers who are new to the
net and don't yet know what a FAQ is.

In rec.music.christian, there was a document named "Welcome to
rec.music.christian". It made mention of the "r.m.c General FAQ" which is a
FAQ in the truest sense in that is lists frequently asked questions and
answers them. The welcome document, aka the Newbie File, mentioned other
FAQs such as the "rec.music.christian Radio FAQ", a document that listed
radio stations that were of interest in the newsgroup, the
"rec.music.christian Country FAQ" which covered in more detail, country
musicians that fit the topic of the newsgroup or even "The Phil Keaggy
Information Phile", a FAQ from before the days of web pages on one of the
world's greatest guitarist.
