The only people who can possibly assess the content of an FAQ
list -- let alone rate one as "official" -- are the readers of
the newsgroup it's prepared for. If a newsgroup is so fragmented
that it's hard to say whether it's active or moribund, a new FAQ
list is not going to somehow revitalize or redefine the newsgroup;
in fact, without the consensus of an active, vibrant newsgroup
behind it, it will be quite difficult to write a proper FAQ list
at all. (In particular, if the group is nearly moribund, how can
there be any Frequent questions?)
