The supply is unlimited. (Which is obvious when you look at the list,
as well as theoretically ;-).

I think it's better to start a well focused group than to inherit
another's baggage.

Starting an alt group is a great deal easier than starting a Big 8
group. I definitely would not advise trying for a Big 8 group until and
unless you have experience with an alt group and it has enough
participants to pass the vote. But starting an alt group basically only
requires posting something to alt.config and getting someone to issue
the newgroup control message. It doesn't require the rigmarole that a
Big 8 group does.

A few years ago, propagation for alt groups was a big problem. Now, all
but the biggest ISPs are contracting out their news service with a few
large Usenet providers, and those providers generally accept all
non-Big8 newgroup control messages without question. As a result, alt
groups tend to have much better and quicker propagation now. Still,
it's true that some participants are likely to have to request that the
group be added, especially if they depend on a sub-feed rather than a
full feed.

Note that this contracting out isn't usually obvious. You may configure
your computer to use news.yourisp.com, but in fact it redirects to
usenetserver.com or supernews.com etc etc, and you never even know.
