AFAIK, they have just gone through the round of adding new top-level
domains. As I understand, proponents of a new TLD had to pony up many
Bucks to get their proposal even read. network solutions ended up with
many of the new TLDs
Best chance may be if the country level registars that are unhappy about
ICANN fees actually carry through the threat of creating a breakaway
registry. Apperently .nz is being charged hunbereds in fees for every
.nz domain, as they are being billed a flat fee for having a CCTLD
