Take a look at the ICANN web site (http://www.icann.org) for
information about how the proposals are made and evaluated. Currently
they are taking them in "waves", with the current new TLDs resulting
from the first-wave proposals which were considered satisfactory.
Proposals have to include proposed registration and management
facilities, not simply justify the value of the TLD -- and thus must
come from an organization with the capability to provide these
facilities. IIRC this also involves a non-refundable $50,000
application fee for becoming the TLD registrar. Thus proposing a new
TLD involves considerably more than justifying the name.
Language issues play a big part in evaluating TLD proposals. .biz,
though approved, is controversial because of its Anglocentricity. .faq
would run into similar issues.
Besides, the way the term "faq" has been prostituted, I think we're
better off fitting into "info".
