Ok, I used to maintain a FAQ and will be doing so hopefully in the near future,
and I never bothered to unsub when I stopped maintaining. I do moderate a
normal newsgroup (rec.games.frp.announce) on an ongoing basis. I hand-
moderate, but over on the moderator's mailing list, I know of at least one very
flexible moderation tool. STUMP - which in it's default form EMAILS the
submissions to a randomly selected moderator from the list of moderators for
the newsgroup. It is designed to run on Linux or other unix-like OSes.It
allows a multiple-moderator system, "pre-approved" lists, etc.

Another version uses web-based clients for moderation. It's called WEBstump,
and the author, Igor Chudov has worked very hard to make it work well.
It *might* be what you are looking for. As for moderators, with the easily
defined team approach that the software uses, any handful of people on this
list willing to participate in the moderation process. As it looks now, it
does not handle the automatic posting schedule of FAQs. Since the software is
available as source, someone on this list might be able to add the FAQ
scheduling feature such that once the posting is approved by a moderator, the
FAQ can autopost as needed.
The system supports PGP signing, so there is little opportunity for someone to
hijack a FAQ.
