I suspect that the hardest parts are the ones which are difficult to
automate: dealing with correspondence, figuring out what's gone wrong,
recognizing what needs higher priority, etc. I haven't been there and I
can't say for certain.
Some kind of block mode interface (for which http qualifies) would
probably at least widen the pool of potential volunteers. Last I heard,
they said you needed 100ms ping time to rtfm.mit.edu or you would find
the interface unworkable. This immediately and completely leaves out
the 3/4 of netters whose access is by modem, since modem latency alone
is typically 50ms in each direction. A web interface would thus widen
the pool dramatically.
In any case, no matter how much you automate the process, someone has
to maintain the automation.
I've noted in the past that the moderators would probably welcome
someone with skills on their host system willing to commit a week or
two to improving their tools. I suspect that's still true, except that
at the moment they may not even have the time for that. If there's
someone around with those skills and time, I urge you to volunteer.
