Each is looking for distinct tags or guidelines.
In general, if an offender gets more than one message, if the messages
are informal, then I don't see a problem with that. It strengthens the
message - more peer pressure.

In earlier discussions, we shot down the idea, too, though only by a
very narrow margin. Later we got support for the idea only by
promosing to send just a brief pointer to the FAQ, though not enough
support to get anyone to volunteer to help with the effort.
