Well, off-topic posts are sort of disallowed by definition in any
newsgroup, and the existing charter clearly outlines the topic area. It
doesn't seem to me a charter needs to explicitly say, "By the way, posts on
subjects that have nothing to do with what the charter says can be posted
are considered against the charter." Apart from the fact that offtopic
posting is contrary to generally-understood netiquette anyway, for any
newsgroup, chartered or not.
That being said, have you talked to Talkway yet? What do they say?
