I'm no longer involved in the maintenance of the sci.med.aids FAQ, and the
question wasn't specifically addressed in the FAQ, but the practical answer
was this: Any language which at least one of the moderators could read and
understand was acceptable. English was preferred, but if a posting came in
French (for example), I would send an informal translation to the other
moderators, and we would decide whether it met the other posting
guidelines. My translation would not be posted, just the original text.
Other people would handle Spanish, German, and Dutch, which were the only
languages we ever received postings in (English, French, and Spanish are
the official languages of the three countries in North America, so they're
not surprising; I'm not sure why we occasionally received postings in Dutch).

I'd be surprised if there's a general rule saying that postings in a
hierarchy must be in a particular language - that wouldn't fit well with
the general principle that newsgroups are self-governoring. An individual
newsgroup might have a language restriction in its charter, but it doesn't
sound like that's the case here.
