I'd be surprised if there's a general rule saying that postings in a
hierarchy must be in a particular language - that wouldn't fit well with
the general principle that newsgroups are self-governoring. An individual
newsgroup might have a language restriction in its charter, but it doesn't
sound like that's the case here.
