permitted cross-posting for genuine FAQs

This is a classic example of the standard trust problem.

You want a class of bona fide FAQs for which spam filters make
exception from their cross-posting filter rules.

How do you make these NewsPosts easy to recognize without making
them easy to fake? [and how do you get News admins to know about
them and process them appropriately?] One approach would be
public key encryption used in digital signatures. This heads you
straight into the debate about authentication servers, no? The
news.answers moderators as a nodeless trust ring.

I always twitch when someone says "central server" for some
security application like this. Maybe a centrally-applied
function is practical, but there should be distributed ways to
achieve this.
