In general, not in the Big 8 (news, comp, rec, misc, sci, humanities, soc,
talk), with some exceptions.
However, regional hierarchies such as .us aren't a part of the Big 8 and
operate under different rules. Just as there can be both a ba.politics and
a talk.politics, so any regional or other hierarchy is free to establish
newsgroups using its own rules and norms.
For what it's worth, .us doesn't seem to get great distribution even within
the US.
