At first look, I'd say your correspondent forgot the magic pixie dust
(i.e. that special message header beginning with the letter "A"), with
the result that the message was mailed to the first moderator on the
newsgroup list instead of being posted to Usenet.

The "bounce" message is, presumably, caused by the alt.answers
moderator's email address no longer existing (or being misconfigured
on the Usenet server that dealt with the attempted posting).
