No; although it's been failing to post properly it has been responding to
requests sent to it as normal. My assumption would be that you got something
wrong in the format of your request: what error message did you receive?

I don't quite follow what you mean here: any significant updates that the
moderation team need to be told about (see the post-approval guidelines)
should be notified to news-answers-requests@mit.edu, any others can just
be made when the FAQ is posted.

No, but you'll need to SUSPEND or DELETE the posting at the FAQ server,
and of course you'll want to add Expires and Supersedes lines manually,
and take care with the References when setting up multiple-part postings
as Children.
