It's not a standards issue, it's a best practices issue. If the best
practices portions of the USEFOR disaster were already separated into a
BCP, there would be a great place to put this sort of thing, but it's
really not part of the protocol to dictate local filtering rules, let
alone exempt specific newsgroups by name.
