It's a perfectly reasonable plan. However, you should ask the actual
author whether he would prefer to have it under your name (with replies
to you) or under his name. Adding news.answers and the various archives
to the distribution isn't going to result in a sudden huge amount of
new email.
You can take complete responsibility for the posting and still post it
under his name. In fact I do that with one of mine -- the author and
actual maintainer is someone else who doesn't want to be bothered with
the mechanics of posting. I use the FAQ posting server at RTFM, so it's
trivial to post it under someone else's name. Just get it approved that
way.
