[faq-maintainers] Speeding up the training process

Perhaps it might be more efficient to "quickly" train *one* new moderator,
who can then help train the other new moderators? It sounds like
the real bottleneck is in the *training* of moderators, rather than the
email backlog, the number of potential moderators, or anything else.
If the limiting resource is the time that David and Ping can commit to
training people, then it could help a lot to first train another "trainer"
and thereby make that resource more abundant. Once the training
bottleneck disappears, and there are several new moderators,
then the email backlog will not look so daunting, and I would hope
that everything else will fall into place (and the system as a whole
can then be improved).
