No.

It was posted by the faq-server on October 19, and received at the
rtfm archive (which takes its files from news.answers) on October 20.

... and news.answers, making 5. It seems that some ISPs have really
tightened their spam filtering, and are failing to propagate even
one-time articles cross-posted to 5 groups. I trimmed my lists to 3
groups and everything has worked much more reliably. I post a pointer
to the other groups that might like to know about my FAQ; since it
doesn't go to *.answers, its Newsgroups: line is shorter.
Unfortunately, there's not much we can do about the policies other
news servers implement. I suppose we might be able to persuade some
of the relevant news admins to make *.answers a special case, but
there are so many people involved, keeping up with it would be a big
task.
