The FAQ, "FAQs about FAQs", is an excellent place to start. You can find a
copy in <news:news.announce.newusers>, or in the FAQ archive at
<http://www.faqs.org/faqs/faqs/about-faqs/>.
And there are some more links to info about FAQs on the faqs.org site, at
<http://www.faqs.org/faqs/authors.html>.
One thing that might be helpful would be to look at FAQs for similar
newsgroups or about related topics; that should provide some ideas about
what to do (and what NOT to do...).
And, naturally, there's this list...
But "FAQs about FAQs" is definitely the place to start.
