Also, there are a fair number of people who are low-vision or blind who are
using the 'net as well, using a text-browser or having the graphics turned off
in the hopes that the web page designer used ALT tags everywhere. Usenet /
Email is perfect for them, its text-based nature is perfect for the screen-
reading software.

Here at OSU Medical Center, one of our programmers is blind, and if his screen
reading software does not find any TEXT data (and, with the current level of
technology, GIFs with test on them are just pictures), it can't inform him of
the associated link. Since using the screen reader with raw HTML would be
very painful, he's limited to surfing those sites where the webmasters are
savvy enough to provide a text-only version or go light on the graphics/heavy
on the alt text.
