But, of course, there is in uk.* ;)

But they would be by the uk.net.news.announce moderator, unless it's a
"grandfather" group (i.e. one created prior to the uk.* reorganisation
that's a "top level" group), in which case it'll need a new name as well
before it can be changed.

Charters for uk.* can be found at <http://www.usenet.org.uk> and,
afaicr, charter changes are dealt with by issuing another newgroup
control message.
