There isn't one. In the Big 8, any such procedure would have to go through
the moderator of news.announce.newgroups, and he won't take any such
proposals. In alt and most other hierarchies, charters don't have even the
kind of status they have in the Big 8, and likewise there's generally no
specific procedure.

In practice, the aims and accepted topics of newsgroups shift depending on
what the participants want. So there's a kind of ongoing revision process,
but it's not formal and doesn't change the original charter on file.
