As far as I know, you'd have to go through the same process that was used to
create the newsgroup in the first place.
For a Big-8 newsgroup, that would mean doing an RFD, CFV, etc. in
<news:news.groups>. For more information, read news.groups and the FAQs for
creating Big-8 newsgroups.
As far as the alt.* hierarchy, keep in mind that the alt.* hierarchy has no
official procedures for anything: anybody can send out a control message,
and it's entirely up to the individual Usenet sites whether or not they
honor the control message. So there's no established procedure for changing
the charter of an existing newsgroup.
