The freeware Free Agent, http://www.forteinc.com/, lets you create
"Approved" and "Expires" headers. You have to set "ShowAllFields=1" in
the agent.ini configuration file.

It doesn't let you create "Supersedes" or "X-Last-Updated" headers,
although you can hack the executable to do so: see
http://www.skuz.net/madhat/agent/agent.modified.html

for more information on Free Agent and its shareware version Agent.
Both programs are available for Windows 3.1 and Windows 95/98.
