That's not what the message says: it says that it does not file
Control articles (which is an obvious enough optimisation, intended
to cope with the high cancel volumes seen a year or so ago). The
comment about Supersedes not working actually makes little sense,
and even if they had Supersedes disabled it would not prevent the
article from showing up.
