When a FAQ appears to be abandon and someone wants to take it over - what
is the process?

Is the process differerent here (USA) than in the UK.

I have an on-line contact who wants to take over an abandoned FAQ for a
UK specific group and has been doing it informally so far but wants to
make it official.

He believes the process is different in the UK?
