I do the same thing.
I use WordPerfect 5.1 to maintain my FAQ. it also converts indented text
to spaces, so the conversion to ASCII is handled like I want. I don't
concern myself with how many spaces does Browser X use as a tab width,
etc...
I use the autonumbering feature to keep order among the parts and
basic macros ease the renumbering between parts.
For the HTML, I run the ASCII parts through two PERL filters, the first,
TXT2HTML converts all the internal mailto, etc. to HTML. Then I hand edit
each heading with appropriate levels , H1, H2, etc. and run TOCHTML on it,
which creates the Table of Contents at the top.
I *could* leave it at that, but then I hand tune the paragraphs with
various indents, etc. (blockquote is my friend) and other links I like or
that people would find helpful -- i.e., I'll mention an actress, then
link her name to her entry in the Internet Movie Database (or use
their linking service to do it for me...)
But, I also keep the ASCII version at my web site so people can grab that
for easy downloading or printing or whatever they need a text version for.

A tree fell right in front of me -- and I didn't hear it.
