Based on a document I saw long ago, Tom Fine's alternate format is a
scheme for hierarchical numbering of questions. The question is
preceded by a hierarchical number and a right paren, and must have a
blank line before and after. Possibly the answer must be indented. I'm
not sure whether the converter makes a hierchical structure or just
lists the questions with the numbers. For example:

1) first part?

answer to first part.

2.1) second part first question?

answer to p2 q1.

2.2) second part second question which is too long
to fit on one line?

answer to p2 q2.

I don't know what FAQs are using this format, but probably a few exist.
