How to organise a basic FAQ?

Hi folks

I joined this list partly because I expect to start work soon on a
proto-FAQ for proposed soc.history.ancient, but mostly because I'm now
working with some people (who are cc'd) on a "Welcome to news.groups" FAQ.

The idea behind it is to make the newsgroup creation process, something
most new readers of news.groups are less than fascinated by, less
intimidating, while also reducing the amount of clueless behaviour people
engage in. So we want people to read a whole lot of clues.

Well, we've got about 45K of clues total. This is a lot more than I, among
others, think is reasonable. Some suggestions have been:

1. Do it that way.

2. Break out some sub-topics into followup posts (my idea, but sort of
splits it awkwardly)

3. Do one short "Welcome" message that is a digest, then a mega-FAQ that
explains everything very clearly

and I don't know what-all else.

Well, obviously if there were a perfect solution to this sort of question
there wouldn't be any clueless posts any more. But what are some good
solutions, and what are the advantages and drawbacks of each?

I'm sorry if this is actually a FAQ for this list. (I've read a couple of
FAQs on FAQs and am still in the dark.) Please feel free to e-mail replies
