You can't expect everybody to read the whole thing. You have to organize
it into logical sections so people can find what they need to read quickly.
A suggestion: Think about the various ways people will be participating,
i.e. some people will just vote, others will be leaders in getting a new
newsgroup started. For each of these people, write a section, as short
as possible, telling them what they need to know to do those things.
Don't include information that only a few of them will need; refer to
other sections for that. Just provide what most of them need to know.
Other info, like history of the process or why it is the way it is, etc.,
can come in later sections. Separate sections with meaningful subjects
are probably better than "Mega-FAQ Part 13" etc.
