A few of the larger FAQ's I have seen (eg. comp.lang.c) are
certainly not just for the "new users". As FAQ's grow and
mature (sounds like a fine wine) they become more of a
well-documented reference work and less of a stop-gap for
newbie questions.

The best solution I've seen so far is to make a meta-FAQ
or a boiled-down document suitable for newbie which refers
to the huge doc as necessary.
