What should be a FAQ?

Is there any sort of standard as to what should be a FAQ? As
keeper of the rec.arts.sf.written FAQ, I had been thinking of
adding a section on what mailing lists and other sf newsgroups
were available; fortunately, someone beat me to it and assembled
a very nice list. Would this be considered of enough general
interest to be a FAQ? It's true that there is a master list of
mailing lists, but trying to pick out the sf ones from that can
be difficult. Alt groups are even harder to find, since you may
have to know about them to request that they appear on your
system.
