I'll try to answer the ANU News related questions.

ANU News knows about Supersedes: and References:. If you are the local
news administrator, you can add the file using the ADD FILE command,
rather than the POST command. Just build the FAQ file, complete with
headers (except Message-ID) and then use ADD FILE/GENID to get it
added to the local NEWS database. Using Supersedes: and References:
will be a pain, because you will have to keep track of the Message-ID
of the last article and manually change the Supersedes: header in the
new article. If your FAQ is multipart, then you will need to write
down the Message-ID: of the first part, and manually add it to the
References: header of the second part, etc. Since they are optional,
I don't bother with them.

If you are not the local news admin, you will probably have to make
arrangements with the local admin to post the file for you. This can
be automated pretty easily.

Again, you can use ADD FILE rather than POST. ADD FILE uses whatever
headers are in the file, including Approved:. You might also be able
to use POST/MODERATOR if you are set up locally as the moderator of
the first group the article is posted to. NEWS will add an Approved:
header for you.
