Unix news posting systems are generally layered into a user agent (e.g.
Pnews) which invokes another program (e.g. inews) to inject an article into
the news stream; ANU NEWS may have a similar system, so that you could
bypass the normal posting procedures and use a lower-level agent to inject
an article with all the funky headers.

I would ask on news.software.anu-news for advice.
