Son-of-1036 (at least, the draft I downloaded a few weeks
ago) permits a keyword to be a plain-phrase, which may
consist of an unquoted space-separated list of words. So
Keywords: FAQ maintain, automatic post, news.answers
is a legitimate three-keyword header under this grammar.
