How do you get a Beagle to not pee on the floor but in it's litter box?

I don't think beagles can be trained to use a litter box. Beagles need long walks at least twice a day. Like all hunting dogs they are easily bored and unhappy if left alone for to many hours a day with nothing to do but waiting.
