Juliet from William Shakespeare's play called Romeo and Juliet  Hence R-Romeo

It's naval code, signal flags, Juliet was a name in a play, and Charlie was a president(Charles Fairbanks) ,  The naval(navy) code is as follows - Alfa, Bravo, Charlie, Delta, Echo, Foxtrot, Golf, Hotel, India, Juliet, Kilo, Lima, Mike, November, Oscar, Papa, Quebec, Romeo, Sierra, Tango, Uniform, Victor, Whiskey, X-ray, Yankee, ZuluI did it by memory, so imay have mispelled stuff, im only 15!
