I believe that there are more than seven thousand in the USA.  One of the breeders from whom I got a dog has nineteen Leos.  I have two Leonbergers

According to the AKC FSS...this is their response...

The total number of dogs registered is 492 which includes the 65
litters.  Yes, that is for the entire time they have been in the FSS
program.  The Leonberger has been recorded in the Foundation Stock
Service since 2001.
