I have a 2000 volks. beetle 2.0 no turbo. My a/c is not...

I have a 2000 volks. beetle 2.0 no turbo. My a/c is not working, I bought a new blower motor, a blower motor resistor, checked all the fuses and it still did not work , when I turn it on 1,2,3 or 4 there is no sound and no air. I tested the two harnesses that connect to the blower motor an resistor, and they both did not light up , which means there is no power passed to them. The only fuses that did not light up with and without the car on was the three fuses under the hood, and also the other connections next to it. I do not know what those fuses are for. I also know where the relays are located(under the steering wheel)but I do not know how to tell how a relay is bad or not. I don't even know which relay goes to the a/c. With all the information that i explained above , can you help me find out what is the problem. Pleassse thankyou
