How long have you had your CKCS? If you have only had him a short time give him time. Go with him outside and stay out until he goes, reward him when he does what he is surpose to. My cavalier was pretty easy to train, probably took 2 months for her to be accident free. I would recommend to stay away from the puppy pads, I started out that way and had a hard time getting her not to pee on blankets or anything that was like the pad.

This is what our breeder suggested we do with our Cav pup and it worked like a charm.  First, they can only have two feeding times a day – morning and night (early eve). They get their food at consistent times and then they are allowed to eat for 10-15 minutes, and then the food is taken away. If they don’t eat, they get water but no food until the next feeding time.  If they graze all day their bodies will never develop a routine for regular bowel movements. It’s important that they have a well balanced diet – kibble, veggies, cheese, meat, etc. An hour or so after meal time, take the puppy out and tell her it’s potty time. If she doesn’t do what she’s supposed to do in ten minutes, put her in her kennel and try again in an hour. Keep telling her to go potty and praise her lavishly when she does. A few days/weeks of this routine and you’ll be all set. Also, since pups will not mess in their bed, have her sleep with you. It eliminates night time accidents.  Our bed is very high and she can’t get off and on it by herself and this has solved the nighttime problem. Also, she can go 8-9 hours without a peeing accident, so long as she has a good bowel routine, but when I am home during the day (which is most of the time), she will signal when she wants to go out and do potty and so I do walk her in between times both for peeing and exercise.

I breed cavaliers and I would say that the long legs you mentioned are not that uncommon as the breed has been increasing in size  over several generations. Your vet will tell you if he thinks your dogs legs are too long for it to be a pure cav. re toilet training, he will catch on with time, persistence will pay off, also discourage him from going inside by yelling and nose to the mess, reward outside business.
