Help! My '93 Passat starts OK, but the engine will not rev...

Help! My '93 Passat starts OK, but the engine will not rev above 1500 rpm due to excessive fuel flooding. I just bought the car with 130K miles, and it broke down on the way home. Oil cooler water-line burst for unknown reasons, and the car had to be towed. Now, the water line has been replaced, but the engine will not rev above 1300-1500 rpm, no matter what I do. Coolant system belt, fans and running temps are OK. Idle is fine. Motor starts right up. Fuel- was checked for contamination and is fine. All coolant temp sensors check out OK. MAF unit and sensor check out OK. Oxygen sensor checks out OK. RPM/Position sensor displayed a couple of very minor spikes on computer analyzation, but appears to be OK. Fuel pressure regulator has not been checked for correct vacuum, but it also appears to be OK. Coil, plug wires, rotor and distributor cap all check out OK. All sensor connectors are dry and have clean connections. Ground strap is OK. New plugs were put in, too. My mechanic and I are both stumped. The engine still floods with fuel excessively. Inspection of the spark plugs showed excessive fuel and soot, but the tips of the electrodes are white. Can anybody out there make some suggestions as to what we may have overlooked? Has anybody else experienced this problem and found the problem? All help would be greatly appreciated. Heck, I'll even take sympathy at this point. Thanks! Jerry
