I have a 1990 Jetta GL 1.8L my rpms while cruising at 70mph...

I have a 1990 Jetta GL 1.8L my rpms while cruising at 70mph is about 3900rpm's it idles just fine and has plenty of power. I have had 2 different instrument clusters installed and both showing the same rpms. Any ideas on what could be wrong?
